Usually it's not the design. It's one of these five things.
A beautiful website that doesn't explain what you do, who it's for and what to do next won't generate enquiries.
Check the first screen. Can a stranger tell within a few seconds what you offer and whether it's for them? If not, that's the fix.
Then check the path. Is there a clear, obvious next step on every page? Is your contact form short enough that someone will actually finish it?
Then check whether anyone is finding it at all. Plenty of small business websites work perfectly well — they just have almost no visitors. That's a different problem with a different solution.
